Because some people actually walk up to use them, despite it being a drive-up ATM. Honestly though, if I were blind I’d be a little on the leary side to mess with my bank account at an ATM like that.

Not all people drive up to an ATM. People walk up to them too, so they put them there incase blind people need money.

So that blind people know which buttons they’re pushing. Otherwise, they might pull out the wrong amount of money before they pull out into the street.

They didn’t put the dots there, the fact is they didn’t remove them, from default.

So that a blind passenger can use the machine.

Also, no one knows where an ATM will be installed before it’s constructed, so ALL ATM pads use Braille.

for the blind to use the keypad. in my local area blind folk walk up to it or sit in the back seat so they can access the atm. tho the atm in my area also makes a faint sound they can hear so they can locate the atm itself.

For the benefit of the visually impaired. You can see to drive but you can not see close up.
