why are there brail dots at a drive up atm?

i was talking to a friend and hee brought this up. why are there brail dots if the people who would use those are blind and cant drive in the firstplace?

Federal law:

Section 4.34.4 of the ADA Accessibility Guidelines for Buildings and Facilities (Appendix to Part 1191, 36 CFR Chapter XI, issued pursuant to the Americans with Disabilities Act of 1990) says, "Instructions and all information for use [of an automated teller machine] shall be made accessible to and independently usable by persons with vision impairments."

So it’s the feds. The real question would be how do they follow along with on-screen instructions if there isn’t a head phone jack to plug into…

    cuz maybe they are a passenger, and they might get out to do their thing themselves…get it? it is kinda wacky though "/
