Is braile an international language?

Braile is used worldwide but what about in places like China, Japan and Middle East they have completely different letters and symbols and alphabets. Does a blind person have to learn a completely new "language" to interpret braile?

Braille is not a language at all – it is a writing system. A kind of alphabet. English-speakers write in English, just using Braille instead of the Latin alphabet.

Think like this – French and English use the same letters, but you can’t understand French unless you learn it, right? Well, French speakers will write French in Braille and English speakers will write English in Braille and they will have the exact same problem understanding each other (unless they speak each other’s language, of course).

Why is there brail on a drive-through ATM?

I was with my mother the other day and she had to withdraw some cash, so I’m just sitting there, and I see brail on the drive-through ATM. ….Why?

Because ATM manufacturers cannot predict with enough accuracy how many machines will need Braille pads and how many will not need them, they find that it is cost-effective to manufacture all of the machines with Braille pads. That procedure avoids problems of inventory, storage, retrieval, and shipment as well.

Braille signs for the blind. How do blind people know they’re there in the first place?

Not trying to be inflamatory here. It has always puzzled me.
You see signs in public buildings directing people to departments, and below the writing, you see the same message in braille fro the blind.
But how does a blind person know there is a sign there to feel in the first place?

This depends to some degree on how well thought out it has been.

In the well thought out designs – a good example here might be the braille signs for push/pull on door handles – it is intuitive because they can detect the door (with their stick or their dog – or in some cases they can still see the door but not well enough to read things and are still considered legally blind) and will reach out their hand to open it and find the braille.

In the poorly thought out designs – such as the drive through ATM’s or perhaps braille on an overpass sign – well, I guess it just demonstrates that artificial intelligence is no match for natural stupidity!

PODGORICA, NOVEMBER 16, 2009 On the occasion of the 20th anniversary of UN CRC, UNICEF Regional Director for CEE/CIS Steven Allen, together with the Minister of Education Sreten Skuletic and Minister of Labour and Social Welfare Suad Numanovic, gave to blind and visually impaired children in Podgorica copies of the Convention printed in the Braille alphabet for the first time in Montenegro.
Article 17 of UN CRC stresses the right of children to information, access to which is a prerequisite for effective participation. However, children with disabilities are often precluded from such access. That is why Montenegro chose to celebrate the 20th anniversary by printing the child friendly version of UN CRC in Braille alphabet. As a result, 200 years after the birth of Louis Braille and on the 20th anniversary of UN CRC, Montenegros children with sight problems now have easily accessible information on their rights.
The UN General Assembly adopted the Convention on the Rights of the Child on November 20, 1989. 20 years later, 193 countries, including Montenegro, have ratified it, which makes it the most ratified human rights treaty in the history of humanity.
